No, translated content is not considered as duplicate content or spam, as long as it is not done via google translate.
Using Google Translate online tool can be considered as spam if you do it in several languages because this is not user generated content. But if someone use Google Translate and fix the grammar errors and some phrases is this also an issue ? hmmm not sure, I would say no because I can see many translation agencies already propose this in their services.
